The Former President's Woke Alarm Misses Europe's Real Threat: Technological Stagnation.

Donald Trump's national security strategy presents a misguided assessment of Europe. It claims that open-border policies and what it terms "progressive" policies pose an grave threat to European civilization. However, this perspective is based on a fundamental misinterpretation of the situation. The actual danger facing the EU is not cultural but economic and technological lag.

A Glaring Economic Divide Separating Europe and the US

The data paint a stark picture. Between 2008 and 2023, American economic output grew by 87%, while a paltry 13.5% increase for the EU. During this time, European income per person fell from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now boasts a greater average income than several leading European economies like France and Italy.

Currently, about half of the global top fifty technology firms are American, while a mere four are from Europe.

The Technological Deficit: A Critical Problem

This widening disparity is driven by stronger efficiency gains in the United States, largely due to breakthroughs and better use of resources. The landscape of global tech leadership is overwhelmingly US-centric. In the last five decades, 241 US firms have grown into companies valued at over $10bn, versus only fourteen in the European continent.

This disparity prompts a pressing question: As the competition for future industries like semiconductors, AI, and quantum computing, where does Europe stand? Most analysts agree it is largely a contest between two between the United States and China, with European nations entering at a clear handicap.

Underlying Factors of the Continent's Technological Lag

A number of major factors account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic system for financing new ventures. The EU has yet to establish a genuine capital markets union, a factor that limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can launch a product under one regulatory framework to access a market of over 330 million. The EU, despite a larger population size, is split among 27 separate regimes, creating significant internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was historically viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has eroded its capacity for breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, there are reasons for hope. European leaders are growing more conscious of the existential challenge and have started to propose substantial change. Key reports on EU competitiveness and the single market point to the necessity of major reforms.

With the right incentives and regulatory reforms, these assets might enable far greater degrees of business-led breakthroughs.

Europe retains significant advantages: skilled human capital, top-tier education systems, and premier research institutions. Coupled with a vast domestic consumer base and substantial household savings, these elements have the potential to unleash a surge of venture creation.

Importantly, even if Europe does not become the leader in creating cutting-edge technologies, it can still significantly increase economic output by adopting and adapting advancements from other regions.

An Inflection Point

Europe now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. But, if it fails to take decisive action to address its deep-seated problems, today's slow erosion could turn into a rapid and permanent decline in world influence.
